The Largest Residential Mat Pour in Florida: A Milestone Built on Precision, Partnership & Unmatched Coordination
On November 16–17, 2025, Sunny Isles Beach witnessed a once-in-a-generation construction moment: Florida’s largest residential mat foundation pour. In fact, it was the second largest in U.S. history, supporting the future 716-foot Bentley Residences tower.
For 36 straight hours, more than 2,100 concrete truckloads and 20,000 cubic yards of concrete moved in synchronized motion. This operation was supported by 2,400 tons of reinforcing steel and ten pumps operating nonstop. The concrete superstructure for the project was built by Baker Concrete Construction, the nation’s leading commercial concrete contractor. The major concrete pour was led by Coastal Construction, with materials supplied by Titan America and Ozinga, bringing Dezer Development’s vision to life.
Meanwhile, behind the scenes, one team ensured the city could function while history was being made:

Where Engineering Meets City Navigation
Major construction efforts like this require more than engineering mastery. Specifically, they demand flawless coordination with the city, transportation departments, and emergency planning teams.
EOC Expediting was responsible for securing and managing all Right-of-Way (ROW) permitting through Sunny Isles Beach and FDOT. This critical work included:
- Weekend-long lane closures
- Pedestrian rerouting
- Traffic mitigation plans
- Safety compliance and staging coordination
- And finally, continuous communication with city officials to keep the community informed
When thousands of trucks must move, several priorities collide. For example, neighborhoods must stay accessible, and utilities must remain protected. Similarly, emergency access must stay open, and timelines must hold. In these moments, permitting becomes the true backbone of the operation.
Therefore, this pour wasn’t just concrete.
It was a complex blend of logistics, compliance, timing, and trust—all moving in lockstep.

Why This Pour Matters for South Florida Development
Bentley Residences is more than a luxury tower. Essentially, it’s a statement about what’s possible in coastal construction. It features ocean-access sky garages and private pools in every residence. Additionally, with Bentley-designed interiors and a Dezervator system, the project pushes boundaries. However, before a project becomes iconic, it has to become possible.
That’s precisely where pre-construction strategy and permitting leadership come in.
For developers, contractors, and municipalities, this pour represents a major benchmark:
- Engineering innovation at scale
- Record-breaking coordination across multiple agencies
- A blueprint for how megaprojects can move smoothly through urban corridors
- And most importantly, the value of early-stage permitting strategy in protecting budgets and timelines
EOC’s Role: A Strategic Partner From Street to Skyline
Our work didn’t start with the lane closure. Similarly, it didn’t end with the final concrete truck.
Instead, EOC’s comprehensive involvement included:
- Early ROW planning with SIB & FDOT
- Pre-construction permitting timelines and traffic impact analysis
- Proactively managing approval cycles to prevent delays
- Seamless coordination between developer, GC, concrete teams, inspectors, and city staff
- And ultimately, ensuring safety, accessibility, and city compliance every hour of the pour
This is the invisible work that keeps record-breaking moments on schedule. As a result, it allows South Florida’s skyline to rise with confidence.
A Team Effort Worth Celebrating
This milestone belongs to a dedicated team working in harmony:
- Dezer Development — Visionary leadership
- Coastal Construction — General contractor + coordination powerhouse
- Baker Concrete, Titan America & Ozinga — Concrete execution at historic scale
- Sieger Suarez Architects — Architectural excellence
- City of Sunny Isles Beach & FDOT — Municipal partnership
- East of Collins Expediting — Strategic ROW permitting and city navigation
Ultimately, South Florida development thrives because teams like these move together.
