Reopening Closed Doors: How Strategic Permitting Restored Value for a Luxury Condo

A long-term project, multiple setbacks, and a path forward—built on clarity, coordination, and persistence.

Some projects don’t stall because of poor intentions.

Turnberry Ocean Colony illustrates how complex, multi-agency permitting challenges, without a single point of expertise focused solely on permitting, can compound over time and impact operations, timelines, amenity access and limit a condominium’s ability to move forward. When East of Collins Expediting was brought in, the project had already been active for over five years, with multiple unresolved challenges stacked on top of one another.

What followed wasn’t an overnight fix but a structured recovery.

 


The EOC Solution

When East of Collins was engaged, Turnberry Ocean Colony had persevered through a complex permitting process and was in the final stretch:

  • A master permit divided into four phases, each with its own challenges
  • Multiple contractor changes over the project’s lifespan
  • An expired TCO that temporarily closed the spa
  • A backlog of permits needing resolution to match the completed construction
  • New facilities awaiting final approvals to open

The task was clear: to synthesize years of progress, cut through the administrative backlog, and secure the final certifications needed to deliver the finished project. Turnberry’s commitment to quality had built it; our partnership was focused on crossing the finish line.

 


Stabilizing the Foundation

Our first priority was restoring stability.

East of Collins worked to revive the expired TCO, allowing critical amenities to begin reopening while a longer-term path toward full Certificates of Occupancy (COs) was established. From there, progress happened phase by phase—not through shortcuts, but through coordination.

Recent milestones include:

  • Finalizing the lower kitchen, bringing a long-idle space back into use
  • Reopening amenities including the gym, private dining areas, and spa, after extended closures
  • Receiving a final determination that a full CO is achievable, pending required building finals

In several phases, this meant stepping in to coordinate private provider building finals—a critical requirement for three of the four phases to move forward.

 


Where the Project Stands Today

This remains a work in progressbut it is no longer stuck.

What once felt unmanageable is now organized, sequenced, and advancing with intention. Permits that were scattered are now tracked. Phases that lacked direction now have defined next steps. And a property that faced prolonged amenity closures is steadily restoring value for its residents.

That shift—from uncertainty to clarity—is the real work of expediting.
