From Permit Set to Playing Field: Behind the Miami Marlins MLB Youth Academy Renovation at Babcock Park
A major investment in youth baseball and softball transformed an established Hialeah park into part of Major League Baseball’s national Youth Academy network. East of Collins Expediting was brought in by the Miami Marlins to help move the renovation through the permitting process.
There are projects where the finished product tells only a fraction of the story.
At Babcock Park in Hialeah, the visible result is easy to appreciate.
Improved playing fields. New synthetic turf. Site enhancements. Upgraded training infrastructure. More capacity for young athletes to practice, compete and develop.
And ultimately, a new designation:
The Miami Marlins MLB Youth Academy at Babcock Park.
The Miami Marlins, Major League Baseball and the City of Hialeah officially celebrated the next chapter of the facility in 2026, expanding an established youth baseball and softball hub into part of Major League Baseball’s national Youth Academy network.
But before a renovated field can host its first practice, there is another layer of work that rarely makes the ribbon-cutting photos.
The permits. The sub-permits. The revisions. The site conditions. The trees. The utilities. The individual pieces of a larger renovation that each have to align with the requirements of the jurisdiction.
For this project, the Miami Marlins engaged East of Collins Expediting to manage the permitting work supporting the Babcock Park renovation. And the project demonstrates something we tell clients often: a renovation is rarely one permit.
The Project: Investing in the Future of Baseball in Hialeah
Babcock Park is an established public recreation complex in Hialeah and has long served young athletes and families throughout the community.
The Marlins had already built a meaningful youth baseball and softball presence at the park.
The next phase was more ambitious.
Through a partnership among the Miami Marlins Foundation, Major League Baseball and the City of Hialeah, with support from the Cal Ripken Sr. Foundation, the complex underwent significant improvements designed to expand its capacity for year-round programming.
The larger renovation included upgrades to three fields, installation of a new synthetic turf surface, site enhancements and improvements to the indoor baseball facility.
That is the transformation the public gets to see. Our work began further behind the scenes.
What East of Collins Was Hired to Manage
The Miami Marlins brought East of Collins Expediting into the Babcock Park project to help navigate the permitting required for the renovation in the City of Hialeah.
The engagement ultimately extended across several distinct permit and approval pathways.
Primary Scope
Field Renovation Permit
The principal permitting pathway supporting the physical renovation work at Babcock Park.
Site Component
Decorative Container Permit
A separate permit pathway associated with the project’s decorative container scope.
Trade Permit
Plumbing Sub-Permit
Plumbing work required its own trade permitting and coordination under the larger project.
Trade Permit
Electrical Sub-Permit
Electrical work introduced an additional permitting track that had to remain aligned with the broader renovation schedule.
Revision
Electrical Revision
As the project evolved, the electrical scope required a revision to keep the approved permit record aligned with the work being performed.
Site Approvals
Tree Permit & Class II Permit
The renovation also required coordination of tree and Class II permitting as part of the larger site approval package.
Individually, each approval addressed a specific component.
Together, they illustrate the real permitting architecture behind a renovation of this kind.
A field renovation is not only about the field. Infrastructure interacts with infrastructure, and every supporting approval has the potential to affect the project’s critical path.

Why a Park Renovation Becomes a Multi-Disciplinary Permitting Exercise
A common misconception about construction permitting is that one project equals one permit.
On substantial site renovations, that is rarely how the process functions.
Consider something that sounds as straightforward as renovating an athletic field.
Field & Site Work
Changes to the playing surface, site conditions and related improvements move through the primary renovation permitting pathway.
Electrical Work
Electrical infrastructure introduces a separate trade permit, inspections and, when the design changes, potential revisions.
Plumbing
Plumbing work requires its own licensed trade participation, permit record and inspection pathway.
Trees & Landscaping
Exterior construction can affect trees and landscaped areas, creating additional requirements outside the conventional building trades.
Additional Site Approvals
The physical project can also trigger separate site-related review pathways, each with its own documentation, review comments and approval sequence.
Each component can have its own reviewer.
Its own comments.
Potentially its own contractor.
And often its own inspection. The project succeeds when those paths are treated as one coordinated system rather than a collection of unrelated applications.
Processing Permits vs. Managing a Permit Strategy
This distinction matters on projects involving sophisticated owners and multiple disciplines.
A client like the Miami Marlins does not simply need someone forwarding paperwork between a contractor and a municipality.
The strategic value is seeing the permit structure around the project.
What approvals exist?
Which approval needs to happen first?
Which permits can move simultaneously?
What information does one discipline need from another?
Has the scope changed enough to require a revision?
Is a trade permit holding up an inspection under the larger project?
Could an overlooked site condition become the next critical-path issue?
That is the work of strategic permit expediting.
Our objective is to understand the entire approval structure early enough that the project team can make decisions before those requirements become obstacles.
Why a Community Project Carries a Different Kind of Responsibility
The permitting requirements do not become less important because a project serves a public purpose.
Babcock Park was not being renovated simply to create a more polished sports complex.
The improvements support a year-round baseball and softball program serving young athletes throughout South Florida.
The Academy provides opportunities for youth from ages 5 through 18, with programming ranging from introductory baseball and softball through development clinics and more advanced competitive pathways.
Since January 2023, more than 5,700 youth have participated in programming at the Academy.
That gives infrastructure decisions downstream consequences.
A field that is unavailable is programming that cannot happen there.
An inspection delay affects scheduling.
An unresolved permit can affect the next phase of work. Permitting remains a technical process, but the impact of that process is ultimately human.
From a Hialeah Park to Major League Baseball’s Youth Academy Network
The project’s eventual designation gives the renovation additional significance.
The enhanced Babcock Park facility is now officially the Miami Marlins MLB Youth Academy, making Miami the 10th Youth Academy in Major League Baseball’s national network.
What began as an established local recreation facility now plays a larger role in baseball and softball development throughout South Florida.
For East of Collins, there is a particular satisfaction in seeing a project reach that stage.
Our name is not on the field.
It should not be.
The young athletes who use the facility will not know which electrical revision had to be processed, which permit needed coordination, or how the different approvals fit together.
They will simply arrive, practice, play and compete. That is exactly the point.
What Developers and Project Teams Can Learn From Babcock Park
The mission and visibility of this project are unique. The permitting lessons are not.
Lesson 01
Identify the Entire Approval Universe Early
Do not assume the primary construction permit represents the entire project. Trade permits, tree approvals, site permits and revisions can each affect the schedule.
Lesson 02
Build the Permit Sequence Around Construction
Permitting should reflect the order in which the work will actually occur so an overlooked trade approval does not become the reason an inspection or construction milestone stops.
Lesson 03
Treat Revisions as Seriously as Original Applications
Projects evolve. When the design or field condition changes, the approved permit record may need to evolve with it.
Lesson 04
Remember That Exterior Work Has Its Own Regulatory Layer
Trees, landscaping and other site conditions may carry requirements outside the conventional building and trade permit process.
Lesson 05
Give the Entire Permit Package One Strategic Owner
Multiple contractors may own different pieces of work. Someone still needs visibility across the complete permitting picture so every participant does not know the status of only their own permit.
How East of Collins Approaches Hialeah Construction Permitting
We do not look at construction permitting as a collection of application numbers.
We look at the project.
The owner has an objective.
The architect and engineers have a design.
The contractors have a construction sequence.
The City has regulatory requirements.
Our job is to understand where those realities intersect.
At Babcock Park, that meant helping manage a permit package that extended from the principal field renovation into electrical, plumbing, revisions, tree permitting and additional site approvals.
On another Hialeah commercial project, the permit architecture may look completely different.

You cannot manage complex permitting effectively with a universal checklist. You need to understand the specific property, the specific jurisdiction, the specific scope and the specific sequence of work.
Frequently Asked Questions About Construction Permitting in Hialeah
Can one Hialeah renovation require multiple permits?
Yes. Depending on the project scope, a renovation may involve a primary permit plus separate electrical, plumbing, tree, site-related or other trade approvals. Revisions may also be required when the approved scope changes during the project.
Why hire a permit expediter for a Hialeah construction project?
A permit expediter helps coordinate the approval pathways, documentation, comments, revisions, sub-permits and inspections surrounding the project so the owner, design team and contractors maintain visibility across the complete permitting process.
When should a permitting consultant become involved?
Ideally, before the construction sequence and permit strategy become difficult to change. Early involvement gives the team more opportunity to identify parallel approvals, site-specific requirements and potential permitting dependencies before they affect field operations.
Does East of Collins handle projects outside Miami Beach?
Yes. East of Collins manages construction permitting and municipal coordination throughout South Florida, including projects in Hialeah and across Miami-Dade, Broward and Palm Beach counties.
The Part of the Project No One Sees
When a renovated sports complex opens, the public sees the transformation.
Fresh turf.
Updated facilities.
Young players taking the field.
Coaches running drills.
Families watching from the sidelines.
They do not see the application history.
The plan comments.
The contractor documents.
The revisions.
The sub-permits.
The site approvals.
But those invisible pieces create the conditions for everything visible to happen.
We spend our days inside municipal systems—review cycles, plan sets, corrections, inspections and approvals. But the permit is never the final product. In this case, the final product is the field where the next generation gets to play.
